How to build a relationship with my pony?

I have a little 3 year old shetland stallion called Haggis. I have had him for 2 years now and he still doesn't like me. I don't know what's wrong. I groom him, I spend time in the field with him, I make up games for him to play so he doesn't get bored, I have also trained him a little. I think he trusts me a bit as I wouldn't be able to train him if he didn't. He tries to kick me if I'm in the field with food, if I try to take him a walk, if I try to wash him... I have ran out of ideas for him to like me. I have to get him to like me if I am to continue his training. I think some of his bad behaviour is because he shares his field with an older shetland stallion called Sammy. There friends and everything but Haggis copies everything Sammy does. The thing is I can't move either of them from the field as I live in a rental house and its not up to me wither they should be separated or not. Please help.
