How to put 7 months old to sleep?

my 7 months(not theething yet) old will only go to sleep at night by either nursing(most of the time) or rocking. i tried to put her down drowsy but almost every time she will wake back up and scream. i tried to let her"cry it out" but i didn't last longer then 30-40 minutes and it didn't seem like she would fall asleep any time soon.and when i go in to comfort her she almost cries even harder.she won't take a pacifier. we do a bedtime routine every night which includes bathing, lotion, reading and singing.if i lay her in the bed right after that routine she will scream immediately as if she was scared and petrified.nap times i don't even bother and just nurse her to sleep(which goes very fast)when we're out she will either skip the nap(she takes 2-3 naps between 30 and 90 minutes) or sometimes go to sleep in the stroller or car.besides when her naps are only 30 minutes i can nurse her again and she will go back to sleep for another 30-45 minutes, but if i don't then she will be up
