Boot problem after power supply replacement.?

I replaced a power supply to a compac pasario, 2 years old. When I boot the desktop, the keyboard lights flash for one second, and will not respond to any stroke. The optical mouse has power, however is of no use at this point. The display is COMPAC screen, with at bottom, (ESC) boot, F3 boot menu, and F10 Setup. That is all that is displayed. The keyboard will not respond, nor is the caps or numbers lock lights illuminated. The hard drive spins. I have reset the jumper to default on the mother board. Any suggestions?
